Maritime industry training is usually focused on technical qualifications and compliance with formal certification mandated by regulations assuring competence, without which the crew member or leaders ashore will not be able to serve competently or at all. Leadership training has not traditionally been a focus area in the maritime industry.
One of the challenges with training solely for compliance is that it can become a tick in the box exercise and therefore there is rarely much focus on implementation and follow up. As a result, 12 months later nobody understands why the training did not work.
